And the Lord appeared to him, and said, "Do not go down to Egypt; dwell (sh'chon) in the Land that I will tell you. Sojourn (gur) in this Land, and I will be with you, and I will bless you, for to you and to your seed will I give all these Lands, and I will establish the oath that I swore to Abraham, your father." (Genesis 26:2-3)
It should be noted that in consecutive verses, God instructed Isaac to "dwell" in the Land and to "sojourn" within her. Dwelling implies a much greater permanence than sojourning.
Kli Yakar explains that the Divine instructions relate to two separate dimensions of the Land of Israel. On the spiritual level, God instructed Isaac to "dwell in the Land," since "in the aspect of attaining spiritual completion within the Land, you must dwell within her as a permanent resident." It is only within the Land that Isaac will be able to receive prophecy. However, concerning the physical level of the Land, it is sufficient to be a mere sojourner within her ("sojourn within this Land").
Based on the comments of Kli Yakar, the distinction between "dwelling" and "sojourning" highlights the uniqueness of the Holy Land in possessing traits on both the spiritual and physical levels. (David Magence)
